Clean the area around the beater bar bearings (dirt build up can add sufficient load to stop the roller under load). You will probably also have to change the belt, as a belt wears rapidly when the motor is spinning but the bar isn't.
Take the time to check to see if the belt that drives the brush is operating correctly.
I would also see if the brush itself is frozen up and unable to move.
You need to remove the brush in order to change the belt.
It would be a good time to clean the brush of all debris and add some WD40 to the plastic tabs at the end of the brush. Add the WD40 and turn the tabs around the brush to make sure the turn freely.
Reassemble with a new belt.

You may want to open up the bottom where the floor brush is and check the condition of the belt and as to whether or not something is caught in the belt or beater brush. The owner's manual should provide directions on changing the belt. While you are changing the belt, give the beater brush a good cleaning and add some WD40 to the ends of the brush where the plastic holders are located. I would suggest that while you are changing the belt, also take time to clean the beater brush, you have to remove it anyway to change the belt.
Clean the brush as best you can and add some WD40 to both ends between the brush and the small plastic pieces that hold it in place with the vacuum.
Remove the brush and clean as best you can. Add some WD40 at the end of each brush and turn by hand to be sure it moves freely and reassemble.

The solution is to change the agitator. They wobble and displace the belt. Change it and you will have a new agitator with new bearings. It will keep it in line. It has to be in line with the system. Any shaking of the belt & lets go to the Kenmore store. I had the same problem.
This may be caused because the pump belt has stretched or broken or the pump is seized and will not turn. Remove the pump belt and turn the pump rotor with your fingers to see it turns freely. If it does then the pump should be OK but the belt may be stretched and will need replacing. If the unit does not spray after changing the belt then clean the spray nozzles at the front of the machine and make sure that water flows to the nozzles OK. You can check this by temporarily disconnecting the nozzles from the plastic pipes.
Main causes for no spray.
Bladder may be empty. SmartMix Bottle may be empty. The Filter may be clogged. Tanks may not be seated properly. Pump may have lost prime. The Pump Belt may be broken. 2 front jets are blocked. This is a common problem. When the machine is standing for a while the detergent turns to a gel causing the blockage Lay the Bissell on its side then where the water comes out of the jets at the bottom of the machine unblock them using a pin to poke through the hole in the centre.
Try running hot water through the system with no detergent to empty out all the residual detergent. Keep running hot water through the system by pressing the button you press for it to spray the water do this for about 5 mins and keep swapping the water for hotter water as it starts to cool doing this 4 or 5 times might solve your problem if not get the tools out and start looking for the blockage. Do this once a month to ensure that the pipes and jets are kept clean and free of any detergent gel build up.
The drive belt for the pump is located under a cover on the front right side as you look for the front of the machine. Just lift it up and the belt will be obvious. If it is not sucking then make sure that the dirty water tank is empty and that all the filters are clean and the front of the machine is not clogged with fibres, dirt or hair. Also check pre and post motor filters and clean them if required. Then check the mix control is working OK to allow fluid to flow out of the machine and not switched off. Bissell's are simple machines.
It is definitely the heater which is clogged. The heater is contained in the handle. Symptoms are that tools will displense cleaning fluid but main cleaner jets will not. Only the main cleaner jets use fluid which has been heated. The heater is quite easy to dismantle and clean however you will be working near mains electricity so ensure the unit is switched off and unplugged
MY CARPET CLEANER WAS NOT SPRAYING ANY WATER OR CLEANING SOLUTION. I TOOK THE BACK OFF OF THE HEATER THAT IS IN THE HANDLE. IT WAS CLOGGED WITH CALCIUM DEPOSITS. I CLEANED THE HEATER AND PUT IT BACK TOGETHER AND IT WORKS GREAT. KEN
