As long as there is a steady flow of electricity from a system into the battery it should charge like normal but turn of the consel befor disconecting it

The issue would be in one of two places. 1) The power cord may be faulty. 2) The power jack on the laptop has stopped working. Fortunately, both of these can be replaced. Check the power cord for damage to the insulation, if any is found it needs to be replaced. If there is a "power" indicator light on the power pack, make sure it is lit. If not, it needs replaced. If a visual inspection of the cord checks okay, plug it in to the laptop and check for movement on the jack. If there is no movement, check to see if the "Plugged in/Charging" light is illuminated. If not, the power jack is faulty. I hope this helps you.
There are three possible reasons why your computer is experiencing this power problem. What you need to do is to isolate the component that's causing it.
These are the parts which should be checked: 1. Power supply 2. Battery 3. Motherboard of the laptop.
Here's the procedure that you have to follow: 1. Remove the battery from the computer.
2. Power the computer up with the power cord only without the battery on it.
3. Check if it works perfectly without any problems even if the battery is out. If it works, then, the battery needs to be replaced. (Note: Batteries are disposable parts. They usually die after 2 years of usage depending on how you use it.)
4.If no go even without the battery on it, check the ac adapter or cord if there's a light lit on the box of the cord. If no lights on it, double check the connection. If connections seem ok but no power, then, replace the power cord.
5. If power cord seem fine, check the hole in the computer where you plug in the cord. What you need to check is if there are any sign of damages. Wiggle the cord and see if there are lights lit in the laptop.
The battery is dead need to purchase new battery or the battery is not accepting charge when you plug in your power cord. If you can borrow your friend's battery to check your psp. If still the same, the problem would be the motherboard itself and need for replacement or repair.
The eye in the tray might be scratched or damaged. This happens with age and the way the Playstation has been setting as well. It is more likely to wear out faster when it is standing upright. Try to play a movie or a game with the playstation in the horizontal way. If not the eye could possibly be damaged beyond repair.
You either have a bad battery, or a bad power supply that charges the unit (power cord). If you have a friend that also has a PSP, try swapping out the battery to see if that works, and or try another power cord to see if the charging indicator light comes on.
