Dell vostro desktop, cant install windows, its a brand new computer, it says 'restarting" but nothing has happened in hours..

try go to BIOS..upon booting up your (turn ON the computer) immediately press "delete / F2" button then check the booting sequence. Make sure its not in default mode, try to rearrange the sequence by pressing "page up/ page down" button.Make your CD ROM as your first boot sequence next to hard drive..
