Log In works, but does not open the screen on my computer

I can access my DTOC page, enter my log in user and pass, the Log In works, but does not open the screen on my computer. It sits dormant. I know I need to download something to allow me to the next step. What is it? Please send resolution to nameandno@yahoo.com
