Unseat and reseat the CPU, make sure none of the pins on the CPU are bent.
Check on the motherboard for any puffy capacitors, good capacitors have flat silver tops where bad ones look puffy or pregnant. If you find any puffy capacitors then replace them with ones of the same UF rating and the same or higher voltage and make sure when you take the old ones off that the new ones go back on the same way with the colored side matching up with the striped side of the cap.
If there is no puffy caps on the motherboard then at that point you know the motherboard is bad.
