I have a 17" ViewSonic Monitor. When we trun off the monitor for few minutes after using for 1 or more hour then it does not turn on for the first time. I need to press the power button a couple of times then the green light comes up.

ViewSonic E70fb 17" CRT Monitor, it is not LCD flat panel monitor, it does not have backlight assemblies. It uses picture tube (CRT).

This problem should not be only with your monitor, but also with your video card. You might have left one image sitting for long hours. There is no specific solution, but for Lcd users, you can try this. Leave the monitor off for few hours without any connection, maybe power chord or vga/dvi/hdmi cable. If this doesn't fix then the problem must be from your video card. You can try the monitor on another system to make sure, which one is the culprit. Your last choice is to reset the bios, to do this, remove the bios battery and leave it for few minutes outside (2 mins will do) and put it back. Reboot your system, this will fix your problem. The setting is programmed into the memory of the monitor. It has been set that way, sort of like a memory button for your car's driver seat. The car remembers your favorite seat position, and the monitor is remembering your favorite brightness settings.
It's been a while since I played with any settings on a CRT monitor, but I'm sure if you give it a few minutes, you will find in the menu how to set up the memory recall feature on your monitor.
Actually the common problem of viewsonic LCD monitor is bad electrolytic capacitor at primary, secondary & inverter area, if your lcd using power adaptor test the voltage out, use analog or digital tester range 50v dc, if the voltage out is accurate dont be sure to your adaptor working good, open it and find bad electrolytic capacitor inside. That is common problem of viewsonic LCD monitor could cause of display flashing then back to black after few seconds. Suspect inverter area lastly mainboard.
