You don't say which Operating System you use, so my answer will be presented in general, Windows terms. You do not necessarily need to go into BIOS simply because of a BIOS Setup Error message during the POST Screen. The same screen that shows you the Error Message should also give you a function key code. You have mentioned one such Code - F2 in order to go into the BIOS Setup Screen. But there should also be other options such as F1, to instruct the BIOS, to ignore the Error Message, bypass the BIOS and Boot into the Operating System.
When you are on the Desktop of the Operating System, you can Right Click on the Clock and set the Time, Date and Regional Time Zone Settings there (exactly the same as you would have been doing if you had been able to enter BIOS at POST.
If it is a Password holding you up at POST and the Laptop will neither go into BIOS nor Boot at the POST Screen, then the only way around this is to either enter the correct password of to dismantle it and disconnect and reconnect the CMOS battery inside, reassemble the laptop and then try again
