I am exploring the idea to install wire mesh on my exposed block exterior basement. What material (product/products) do I use for a base (scratch) coat and then for a finish? Also, can I paint it after or add paint to the finish coat before applying?

I don't like water based finishes and have never achieved an acceptable result and a professional car painter told me water based finishes are potentially more dangerous to people than solvent based products due to the natural affinity of the human body to water...
If the spar urethane (whatever that is) is thoroughly dry right through it can be overcoated by almost any finish, though water based finishes do take a long time to become properly dry.
The most scratch resistant finish possible would be a heavy coat of isocyanate activated lacquer which is virtually coating it with epoxy. It is worth noting this is a dangerous spray finish that was primarily used for cars and has been largely replaced by non-isocyanate activated 2-pack lacquer which is less hard but scratches easily polish away.
There is a multitude of lacquers air drying or baked available.
The last time I finished some articles of furniture I achieved a near-scratch resistant finish with half a dozen coats of satin finish polyurethane varnish with the first coat well thinned and the last coat unthinned and 24 hours between coats and initially denibbing with fine wet or dry paper and later coats flatted with soap and water and a rubbing block using 600, 800 and 1000 grade paper.
To install the base, put the TV down on a clean flat surface covered with something soft to avoid scratching the TV's screen. Put the two base pieces into the slots on the bottom of the TV; they will only fit one way. Next secure the base with two screws for each leg. With the 32" TV, you need ST4x12 screws. You should NOT use combustible material around electric light bulbs or other heaters the way that you're describing. Use only non-combustible materials such as steel, stone, etc. Gypsum board (aka "sheetrock") is a "fire rated" combustible - based on its thickness. After the amount of time on it is exposed exposed to fire, it burns (as determined by the fire rating).
DO NOT SWITCH THEM!!!!!! Code would require 4 wires, and changing to 3 wires exposes you to ELECTROCUTION and Serious liability or possible death.
Have an electician wire you a 4 wire plug. The issue is safety. All machines now are designed based on safety codes. Do it correctly or expose users to electrocution, in a worse case sceneario.
