Cant get home screen icons to show it is fully charged only thing that appears is a usb cable and a cd with itunes above it

That icon is telling you that you must set up your iPad with iTunes or update iTunes on your computer

Perform a recovery-mode restoreIf your iPhone, iPad, or iPod touch is already showing the "Connect to iTunes" screen, please go to step 5.

1. Connect your USB cable to your computer but not to the iPhone, iPad, or iPod touch until step 3.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
   • If you cannot turn off the device using the slider, press and hold the Sleep/Wake and Home buttons at the same time. When the device turns off, release the Sleep/Wake and Home buttons.
3. While pressing and holding the Home button down, connect the USB cable to the iPhone, iPad, or iPod touch. The device should turn on.
4. Continue holding the Home button until you see the Connect to iTunes screen. When this screen appears, you can release the Home button:
   
   Note: If the image of a battery appears, let the device charge for at least ten minutes to ensure that the battery has some charge, and then start with step 2 again. If you don't see the Connect to iTunes screen, try these steps 1 through 4 again.
5. iTunes should automatically open and display the following message:

   If iTunes not open after two minutes, please open iTunes yourself.
6. Use iTunes to restore the device.

This is normal behaviour for a new iPhone, you need to install iTunes from http://www.apple.com/itunes/ The screen shows a USB cable and the iTunes logo. For first time use, you need to set up your phone and sync it with iTunes. After you have downloaded and installed iTunes, open it by clicking on the icon that should have been placed on your desktop, and then plug your iPhone in via the USB cable. iTunes will guide you through the process.
This can also occur if you have had some error with your phone, in this case, it is prompting you to restore the original software, this is also accomplished the same way as above. This screen also may have accidentally shown up if you kept the home (bottom) button pressed while plugging it into your computer if it was off.
If you are confident that no error occured with your phone, try pressing the sleep and home buttons at the same time and holding them for 10seconds. The phone should start up normally. If not, then continue the iTunes procedure illustrated above.

you can reset its password....but you'll lose all your data. Here's how...

1. Verify you have iTunes 7.5 or later. Apple recommends using the latest version of iTunes.

   If you don't see the "Connect to iTunes" screen, then disconnect the USB cable from iPhone and repeat steps 3-6.

Recharge
Make sure iPhone is charged. Connect to a USB port and look for the lightning bolt battery icon in the upper right. If you don't see this icon, then iPhone is not charging. The battery will charge to 80% in an hour.
Note: If you put your computer into sleep mode while iPhone is connected via USB, iPhone may not charge.


This screen means to keep iPhone connected so it continues charging. Please note:
If iPhone is not sufficiently charged it will not show up in iTunes
Use a high-power USB port such as the one on your computer, or use your iPhone AC adapter.
Don't use the USB port on your keyboard because it is a low-power port and iPhone will not charge.
Make sure you are using USB to charge. Accessories that use FireWire to charge are not supported with iPhone.
If you see the red part of the battery image flash three times and then the screen goes black, it means that iPhone is not receiving power to charge.

If the above steps dont resolve follow the following steps :
Retry with a different USB port.
Note:
Don't use the USB port on your keyboard because it is a low-power port and iPhone will not charge.

Restart

Try restarting iPhone. To turn it off, press and hold the Sleep/Wake button until the red slider appears. Slide your finger across the slider to turn off iPhone. To turn iPhone on, press and hold the Sleep/Wake button until the Apple logo appears.

Does iPhone appear frozen or stuck? Try pressing and holding the Home button for at least 6 seconds to close a frozen application. Then try restarting iPhone again.

Note: If that doesn't work, try restarting your computer.

Reinstall

Reinstall iTunes 7.7 or later.
Get the latest version of iTunes (7.3 or later) from http://www.apple.com/itunes/download/
