That mother board want reboot

The fans are rotating, the power supply had been replaced but didnt help.
3 capisitores near by the separate 12vdc connectore been replaced due to
there bad looking, but still no good, also bios battery been taken out.
nothing get even warmup.
is it the processor or mother board?

    thanks, i'd replaced the motherboard and also a better power supply EZ one.

    now it's like new one

Lets say it like this...you have assambled..on  table...motherboard..,processor,memory hard drive...all conected to teh monitor (you have video on  board) and to the power suply.
If you get the power in a board with  a damaged processor...the board receive energy and ,depending of the problems of the processor..youl see a blu screen on monitor..or just hear some pcspeaker specific sounds..ussualy the msi mainboards come with a special feature called D bracket..it has some leds on it and indicates your problems...
however..if you have other problems than blue screen or sounds..and the board is totally silent..well it is a board fault...and here..the reasons of malfunctioning are a lot..

    in case you have energy in the board and still no answer from the monitor..it can be  problem of the video on board..try to put a video card in the slot.
    all the hardware problems are solved by eliminating the pieces..

TV will not power up when plugged in. i hear a clicking noise near the power supply.

That problem is usually have 2 causes..Its either power supply board or main board..

Please take this steps on how to determine the problem:
1. Open the back cover.
2. Check the power supply output...It should have 5vdc for the main board..12vdc or 16vdc for the audio and 24vdc for the back-light inverter..
3. If those 3 voltage supplies have encountered voltage drop...The problem could be on power supply board..
4. If the power supply output is normal..The problem could be on the main board...
5. If the problem is power supply you should check if the capacitors are bulged on the top and try to replaced it..If you can't do that you can purchased new power supply board..
6. If the problem is on main board there is no D.I.Y repair on that so you need to buy a new main board that fits to your TV..

Booting up computer after a power outage

did you check the power supply if it is working?.look for the exhaust fan if it is rotating. then look at the mother board if the fan at the processor is also rotating if not check the supply first at the PSU if ok.

usually power supplies comes in different voltage n wattage . check ur mother board manual that which type of powre supply it support than replace it with the good one.it may solve ur problem.thanks

1. check power supply watt 400/450 and same another power supply install and check it. if power supply change and system is working ok so problem in your power supply.

2. check CMOS cell on motherboard,(3 volt)

3. Bfore power supply changing check on mother board any capasitor is like as damaged or not.
OR check main chipset ic is marked as intel.whenpower on it is very hitting or
normal)if very hitting require to repair your motherboard.(intel chipset ic near cmos cell or pci slot,)
4. checking of ram on other pc (working or not)(one beeps coming or not,if one beep coming ram is working ok)

you dint mention the mother board u are using in some motherboards jumber setting can power up the system check the jumber setting in the mother board near ur front pannel pins in ur motherboard
