Have you tried resetting the bios? Assuming the video (or other part of the mobo) is not physically bad, it could be that the onboard video is disabled. Or you could try an external card, AGP assuming there is a slot, or PCI if not. Hopefully that would tell you if the motherboard was working.
If you are already trying an external card, it could be the problem. Perhaps trying a different card, a PCI one if the one you're having problems with is AGP, or vice versa.
One last possibility - on some older motherboards there could be a jumper that disables onboard video. If that is the case it should certainly be listed in the manual.
