Both handsets want to be handset #1 (by 2 users)

Both handsets want to be handset #1, which is causing a problem because as soon as we use the one handset we then can't use the other phone till it has registered with the base again.
I have tried unplugging the battery and it hasn't helped. I even tried a spare handset of the same model and it won't work.
