You can get rid of the flashing (usually due to memory overflow) by pressing [<-- left arrow] [ON] or [g] [CF] 9.
If you want to reset permanent memory
1.Press and hold [ON] then press [-]
2. release the [ON] key, then the [-] key.
Screen displays Pr Error.
Press any key to clear display.

on older models its a little bit tricky did you try changing o2 sensors thats one of the main reasons it wont pass also your catalyc converter might be out that also happens to go out when you dont replace 02 sensors
Try to put an operating system boot disk in your drive then turn on laptop.
When the screen says press any key to boot from cd/dvd press a key.If it is vista when you do boot from cd it will give the option in the lower right corner to repair-click on this-select repair startup option.if that fails try a re-install of your op sys.
