There are several possibilities.
Do you have a memory card installed? By default the camera locks the shutter release if no memory card is installed. Install a memory card if you have one, or change Custom Setting F6 to "Enable release" and see if you can take a picture.
What release mode are you in? If the camera is set to one of the remote release modes, it's waiting for an infrared signal from the ML-L3 remote release. Turn the camera off and on again, then try to take a picture.
What focus mode are you in? In AF-S, the shutter will not release until focus is acquired. Try turning off the autofocus (there's a switch just below the lens release button) and see if you can take a (probably blurry, but who cares?) picture.
Does the battery have sufficient juice? Press the menu button, navigate to the Setup Menu, then select Battery Info. If it's below 10%, I'd charge the battery. Of course, if the menu doesn't come up on the screen, that would tell me that the battery probably needs to be charged.
Is there a lens attached? What type? Certain older lenses and others lack the electronics to fully support newer digital cameras. With such lenses, you have to switch to Manual mode. Turn the mode dial to M and see if you can take a (probably an improperly exposed, but again, who cares?) picture.
Are you getting any error messages? If so, or if none of the above apply, then the camera may need service.
