My Epson stylus 1400 continues to print an unwanted horizontal green band throughout all my printed docs and photos. I've now cleaned nozzels to point of emptying all six ink chartiges twice and the problem remanes.

You have blocked nozzles in the print head. Try using SSC Utility (free download just google it) Try the powerful clean. If that does not work then a new head is required and on an epson its just not worth it and a replacement machine is the best option.
do all of the test's head nozzel and then try to print. if that does not work take out the catrages and put them back in. try this and see what happens
Possible hardware / driver or application issue.
Do a printer check first. Print a nozzle check pattern, if you see gaps or breaks or if any color is missing, clean the printhead. make sure that you are using an epson cartridge.
If ok, make sure that the print settings are correct.
If that does not resolve the issue. Trash and re-install the drivers.
