Please check the Broadcast System setting of the TV. It should be in the correct setting. If you are in the USA, it should be NTSC and Vertical frequency 60 cycles, if you are in Europe, then it should be PAL (I, or B/G) with 50 cycles Vertical frequency. Once you have made the correct selection, the problem should resolve.
