this is a frame fault
the fact that you can still see the line when the tv is off is because you have been watching with the line and it has burnt into the crt.
I just bought a new Sanyo DP19649 and we can watch it for about 15 minutes then the screen goes black but the sou nd stays on. We have to turn it off and turn it back on to get the picture back for another 15 minutes-then it's the same thing all over again. The sleep mode is off and it isn't on automatic shutoff.
Your Vertical Amp is probably Blown (bad) , but before you change that check all capacitors around the vertical amp IC and / or resolder resistors and diodes around vertical amplifier.
And NO it is NOT the Picture Tube
Good Luck

If the horizontal lines going through the picture are fine white lines, then I would suspect the picture tube as having a heater to cathode short or some other problem. Since some sets have had a 3 year warranty on the picture tube, you may be lucky unless the labor to replace the tube is more than the set is worth. Sanyo is usually not a good name in consumer electronics anymore, so if you're looking for a replacement I would look elsewhere.
