Usually if batteries are changed, you want to reset timer. Press reset button, for 5 seconds and then reprogram. If functionality is not restored after reset, then timer has gone bad.
Check outlet for power, makes sure bulb is working, turn light on, try timer on different outlet and with different lamp.

Specifically which timer do you have??
1) Reset timer to Clear programming, and then reprogram being careful to avoid overlaps and conflicts that can cause timer not operate as expected.
2) Move timer to different outlet.
3) Test outlet with circuit analyzer
4) Try plugging different load into timer. For example a light bulb instead of pump.
5) Check rating plate on timer and on pump to see if they are compatible.

For example Sylvania SA-210 outdoor timer is rated for 1/4 Hp at 120Volts

Most digital timers can be restored by resetting timer and then reprogramming.

Sylvania timer can be used for 1000W incandescent Loads and Motor loads up to 1/4Hp
All outdoor timers are susceptible to power surge from nearby lightning.
Timers are also affected by line noise and incorrect outlet polarity.
Test outlet with circuit analyzer. Use timer to control different Load on different outlet.
If more than one timer has same problem, then suspect can be line noise and outlet polarity.

Heavier-duty Intermatic HB8800RCL timer has limited lifetime warranty, and controls 1800 watts and 1/3 HP.

Problem is not clear.
Do you want to permanently override timer?
Most in-wall timers have override button, but the timing programming resumes at next set point.
When you re-program timer, it lets you set on and off times, but does not let you convert the timer to an ordinary on-off switch.

There is 1 type of timer that has timing function, PLUS optional ordinary on-off capability: Intermatic KM series, Tork 701, Woods 59017, GE15070

To replace the timer with ordinary on-off switch:
Buy on-off switch at hardware store. Switch will have 2 brass-colored screws and 1 green-colored screw.
Turn off power.
Remove timer wires, but note 1) which wire connected to timer red-or-blue wire and 2) which wire connected to timer black wire.
These two wires will connect to different brass colored screw on new switch.

Sylvania SA170 manual shows that timer can automatically turn on lights at sunset time, just enter your phone area code: Timer has to wired first and power on. Manual has long list of instructions starting on page 2.

How to wire timer:
SA170 replaces on-off wall switch that has 2 wires + ground
Timer has 3 wires + no ground wire
Wires that come off switch connect to Timer Blue & Black wires
Timer white wire connects with other white wires in box - if you do not have other white wires, connect to bare ground
If timer doesn't work, switch Blue and Black wires
