I was able to disable the start up items and start up again. CPU and memory appear ok. A few weeks ago, I tried to install a USB infrared mouse. This caused me to finally go to system restore - mouse never worked - computer seemed ok then. Tonight I tried to check the settings on the mouse - they did not seem to be the right ones although they looked ok in the Bios. Could the mouse have caused this problem? It is still freezing, but intermittenly. I can get around in safe mode for a few minutes before it freezes up.

Well start a bit slower then.
go into the bios at startup F2, and navigate around does it freeze there. if no then
start windows in safe mode F8 when windows logo shows.
freezing ?
If its not freezing then turn off the startup programs.
Start/run/msconfig and then uncheck load startup items
and start normally, click the dont show me this again /ok
any freezing.
If its freezing you may have a hardware issue.
if you have 2 sticks of memory remove on and or /reseat them
boot the dell diagnostics cd and check the cpu and memory.
report back

I didn't get to see this response as you were not signed in and I missed it till tonight.

as it is still freezing up. I would let it sit in the bios for about 30 mins and see if the bios freezes,

It kind of sounds like you have a video card issue.

by being in just the bios then that prettty well rules out the hard drive and just leave the memory/cpu/video

the diagnostics can be set to run many times on the memory.

it can test the video but not under full load.

The only real way to see if its hardware related is to put in another hard drive and load all windows and drivers.

or format reinstall the existing hard drive.

Click Ctrl+Alt+Del to get to Task Manager. Hold the Ctrl key, plus Hold the Alt Key then hit the Del key while holding them. Once the task manager opens Clcik the Processes tab then click the Image Name Column heading on the left to get them in alphabetical order. Scroll down and look for explorer.exe. If you see it click it to highlight it then click End Process.

Next, click the FILE tab at the very top left of the window and select New Task (RUN). When the Create New Task window opens type explorer.exe and press ok. Your start menu, task bar and desktop icons will start appearing and populating. if not that means a virus has hidden your files and folders.

Dell Inspiron 1524 freezes

Yuo could try running a linux livecd from boot, If that goes well and doesnt freeze it could be that software is killing your machine. if so reinstall windows and install one piece of software at a time until then test the installation to see if it kills the pc. When you find the offending software. uninstall it and never use it again.

An disk error occurred ctl alt & del to restart

You should be more specific as to when the problem occured as the solution for each instance would be different. However since there is no other information, please proceed with the following generic solution.
if there is a disk error you should either press ESC (to remove the alert window on the screen) or hit CTRL + ALT +DEL.
within windows you will get the option to start Task Manager. Choose Task Manager. Locate Windows Explorer in the list of processes, select it and press End Process.
All your windows along with desktop and system tray will disappear.
Then within task manager Goto File > New Task.
A Run command window will open. type in explorer.exe and press enter. Your windows along with desktop apps will restart and this time there wont be an i/o error.

Delayed keyboard response on Dell Inspiron E1705 Laptop

Is the mouse response sluggish as well during these times?

In most cases, it means the computer is busy with another process. The keys you press stay in the keyboard buffer until the CPU has time to process them.

Check your CPU busy time when this happens. In Windows XP, press ctl-alt-del to start the task manager, the select the processes tab to see if one process is tying up the system (by % of CPU), or press the performance tab to see CPU usage. If it is pegged at close to 100%, something is tying up the system.

Inspiron B130 laggy video and sound.

I'd recommend the latest video drivers- and strangely enough- defragging the hard drive. Most laggy systems I've seen with plenty of ram (512 or more) that have no spyware on them, and no major ram eaters (norton, spysweeper, mcafee) are fragmented. look in task manager (ctl, alt del) and see how much free ram you have- and see what is using all of it. If you have a lot of ram, and no process is chewing up the ram, or the cpu- then defrag the hard drive.

Computer will not shut down

You can try the Ctl-Alt Del keys to see if you can get the task manager to come up. If you can then try to shut down using that. If not then the only choice you really have is to manually power down and restart. Chances are pretty good Windows will clean up after itself and should boot backup. During the process if you receive any error messages or warnings document them. Windows may also prompt you for a hard drive scan, let it. Let us know what happens and please don?t forget to rate this post.
