Depending on the OS, you should turn off all unnecessary programs from booting with the system. To enable this task, click START - RUN. In the dialogue box type "msconfig" without quotation marks. When that opens, click on the tab that says 'Startup'. Go through the list and remove the checkmarks on the programs you want to stop from running at boot.

First, being on cable has nothing to do with how fast your computer starts up. You are not using the speed of cable until you are on the internet in your browser.
If you want to speed up how fast your computer loads, you can do the following. (note: be careful you are not shutting down your virus protection or your firewall)
Click on your start button (lower left)
Click on Run
Type in msconfig (one word) and press enter
when the msconfig window opens up, click on the startup tab ( at the top)
uncheck all the stuff that you don't want to startup
Click apply then ok and restart your computer.
If you did shutoff something you need, just follow the above steps to recheck what you need to turn back on.

You may have too many programs set up in your startup folder. Too many programs/applications set to start working when you start the computer.
Check to ensure that you need all of those applications to begin running when Windows starts each time. If not, then remove them from your Startup folder.
And the startup foilder you want to work in is the one you see when you right-click on the Start button, then click All Users, click on Programs, then Startup.

You need to disable some of your startup items. Go to RUN, type in MSCONFIG, go to STARTUP tab, uncheck what you don't want to run on startup.
