Yes, you need to replace the belt. You should actually change this belt every year. Here is a link to the belt you need and the manual which has instructions:
It may not have any blockage due to an object(s) stuck in hoses and/or vacuum. Even though the brush might be spinning, you probably need to replace the beltbecause it is stretched. It is probably slipping on the beater bar.

With the vacuum unplugged, turn the machine beater side uo. On the plate that surrounds the beater bar, look for release tabs to open the plate. Flip them and set the plate to the side. The beater bar rides in sockets. Remove the bar, install the new belt around the motor shaft, then work the beater back into the sockets. Replace the plate. Test your work by rotating the beater bar by hand, making sure that it is reinstalled correctly.
YOU MAY HAVE A POSSIBLE BAD BELT OR THE MOTOR THAT RUNS THE BAR MAY BE BAD, THE OTHER POSSIBILITY IS THE SWITCH THAT TURNS ON THE BAR MAY BE BAD. OR A WIRE COULD HAVE COME OFF THE MOTOR. i THINK YOU DO KNOW THAT THE BEATER BAR DOES NOT RUN WHEN ON WOOD FLOORS.
