you have no high speed ports installed on your computer. what you have is USB 1.0. you can however purchase a high speed USB pci card (usb 2.0) and install it in your computer to get faster transfer speeds.
Unfortunately, being that you are using USB 1.1 ports, the high speed 2.0 devices cannot be used. They look the same, but are different hardwares. Even if you hook up a USB 2.0 hub to the USB 1.1 port, you are still stuck with USB 1.1 speed.

Had a problem like this before. Try to go into system bios on start up. F2 on startup i believe. then there should be some sort of settings for usb ports. If its on full speed change it to high speed if its on high speed change it to full. let me know if it works.
The 2 usb-ports on the front and the 3 back of your Dell is high speed ones, at least the manual says so, they are all USB 2.0. If you cant get them work properly with the 2.0 usb speed, you can buy an high speed pci add-in- card and install it on your pc.
May be your system is not supporting usb 2.0.That's way your dvd writer is not functioing at higer speed.To get the advantage of latest technology like this,ultimately u need the latest motherboard .Instead of upgrading your hard drive,Ram and other compnents u should have gone for a new laptop .Cost wise also u could have got full satisfection.
