If the unit is powering up but the lamp is not igniting, most likely there is a problem with the ballast.(Ballast is the circuit that starts and then maintains lamp current) When starting the projector, it is sometimes possible to look directly into the lens and see small "lightning" flashes. This is the high voltage ignition current trying to start an electrical arc in the lamp. You can also hear a "clicking" sound--same thing. If the ballast is defective, the unit must be repaired at a facility--send it in directly--not through a store. If the unit is totally dead(no lights at all), there usually is a main fuse located near the power cord(inside the unit) that blows. If you've never had tech training, don't attempt to open the unit--it is very easy to accidentally damage components unless you know exactly how to remove the top cover.

I have the same NEC unit and i am trying to determine what ballast you mean. This projector is a bit of a project for me so I have it apart and cannot identify and capacitors with a blown top and your reference to a ballast for the ignition of the lamp is a bit confusing.
