It seems it can be your top lcd flex that has some wear and tear. If you've been using the phone more than 1 year, its possible as you need to always open and close the top to use the PC functionality.
A service technician should be able to fix it.

The Flex is hard to get

Hi, I am using HTC touch P3450 model.Suddenly touch screen is not responding. So I gave a hard reset for factory restore settings. After loading the OS its asking to TAP the screen, but my touch is not...

Your touch pad need to be replaced. I had the same problem and order a complete face lift which includes the touch pad from ebay. It was included aslo the special tools needed to remove the screws. There many videos showing how to desasemble the phone in youtube, just search with your model and you will find videos showing all the dtails how.
Please not that the problem is with touch pad which is the one you touch directly on it, is only vinil cover and is working as a keyboard. Under touch pad is located the lcd display of the phone which other part .

My Mac laptop only turns on in sleep mode. I can't get it to boot up in regular mode.

Your MacBook detects that its cover is closed when a magnet in the display panel touches a magnet sensor (reed switch) in the keyboard shell. You can locate this magnet by running a non-scratching ferrous object gently along the side screen margins. (The magnets you will feel at the top edge of the screen are to keep the cover closed and are not the sensor magnets.)
If the reed switch is sticky, it will report to the logic board that the cover is closed even when it is not. Sometimes a few raps with your fingers can unstick the sensor. It is also possible that the sensor has become loose from the logic board and needs to be reseated, which an Apple-Certified technician can do for you. If the sleep sensor does not respond to tapping or reseating, the logic board will need to be replaced.

Keyboard not responding.

Your problem sounds more like the system running slow rather than the keyboard being the issue.
Do routine maintenance and cleanup on your system to see if it helps it.

To start the Disk Cleanup tool and specify the hard disk to clean by using a command line, use the following steps:
  1. Click Start, and then click Run.
  2. In the Open box, type the following line and then press ENTER
    cleanmgr
  3. click OK
  4. The dialog box that opens shows you the files it will remove to clean up the system
  5. Make sure Temporary files is checked
  6. Click OK
Then check your system for malicious software.
  1. Go to http://malwarebytes.org
  2. Download and scan the system
  3. Remove all found infections.
  4. Restart your system
These things should help if this is the cause.
If your problem still is present, change the battery in the keyboard. A battery that is close to empty will cause this as well.

Let me know if this resolves your issue.

My laptop does not respond to keystrokes. Could

I would say its probably because either the keyboard is bad or the cable from the keyboard to the motherboard needs to be reseated.

You can always try to keep pressing the F8 key as soon as you turn on the laptop and see if you can get it to go into the boot menu. If you do then you know the keyboard is fine, you can always go into safe mode and choose a system restore back to the last date the keyboard was working properly.

Give it a few tries and if you can't get it to go to a boot menu then the next best thing to do is to turn off the laptop and then take the keyboard cover off. Once you have it off then go ahead and unscrew the screws that are holding in the keyboard. Take out the keyboard and then go ahead and put the keyboard back in.

If you do this and it still isn't responding to any keystrokes then the keyboard is bad and would need to be replaced.

Try to calibrate the touch screen. Also clean it with a soft cloth. But calibrating it should help the film when you tap the screen.
