We have a 19" flat

We have a 19" flat screen tv (not sure of brand). When tv is turned on, the picture flashes up for about 3 seconds and then goes black, until you change the channel, and then the exact same thing happens again. The sound works, but the screen is just black. Is this TV dead, or it is fixable? If fixable, is there anything we can look at to try to get it to work again? The TV was brand new last year. Thank you.
