If it has ever sat for more than a few months at any point, then there's a good chance that the carburetor has fuel varnish inside that has plugged up the very small internal passageways. In which case the carb will need to be completely disassembled and cleaned. Be sure to refill the tank with fresh gasoline.
If that's not the issue, then check the compression. A four cycle engine, like yours, has got to be capable of producing at least 140 psi of compression in order to idle properly. If the compression is low, adjust the valve tappet clearances. Insufficient tappet clearance is the #1 cause of low compression in four cycle engines.

Idle is computer controlled and not adjustable. If there is an idle problem, may be idle control motor (throttle body mounted) or bad throttle position switch.

Bigger jetting (a higher fuel/air ratio) will not cause overheating. But an air leak between the engine and carburetor can cause overheating - and an erratic idle. Make sure the carb is correctly connected and there are no air leaks. An air leak could also be the cause of the popping that you were attempting to address by re-jetting.
Once any air leaks are corrected, adjust the idle mixture screw to attain the highest idle speed when the engine is at normal operating temperature. Then, use the idle speed screw to set the correct idle speed.
Finally, ride the bike at full throttle for a short time, pull the clutch and coast to a stop. Remove the spark plug and check the color; a tan or light brown color indicates correct jetting. Too light = too lean. Too dark = too rich.

I need to replace my idle speed actuator so that my trucks idle will become smoother, but i cant find anywhere that sales it, and i have no idea where on my truck it is.

have you checked with ford directly or looked intheir online catalog there should be numbers on the part try them online in the catalog ok

no, there is no idle screw on them if it is fuel injected. although you could try changing the idle air speed sensor

the only thing that can change your idle speed that much is the the isv idle speed valve u have a faulty valve or your computer is faulty
