After I configure these settings and restart the camera, it asks me to input the settings again!
My battery is fully charged and the camera seems to work fine besides the issue I mentioned.

The camera does not have a separate battery for the clock. If the date and time setting screen appear when you turn on the camera, it means that battery and USB cradle power was cut off for about 30 hours, which causes the date and time settings to be cleared.
If this is not the case in your situation then,yes, your camera is defective.
Mybe you should reset the camera, remove all the battery and fix back after 10 minutes or more then start the camera and do settign again.
