0F00 errors are hard disk drive errors. You will need to replace the hard drive. If under warranty, call Dell Tech support. If not, then you can buy a new drive from places like Newegg.com
Hard drives fail, it is a fact of life. Likely nothing that you could have done to prevent it. Instructions on how to replace the drive are here:

Most often, HDD failures are caused by de-lamination of the media surface (The magnetic coating on the platins that actually hold the data is flaking off, similiar to rust bumps under the paint on a car) and the debris causes additional damage causing more and more data loss. Only resolution is to replace the drive.

Hello, the screen just went black while I was looking at a web site and I could not re boot it. Tried disconecting power cord and battery but just keep getting a black screen. I ran the diagnostic test which came up with several errors; 0f00:1378B, 0f00:065D, 0f00: 075D, Efoo:0232, etc...I don't know what these mean.
Thank you, do you know what would have caused a hard drive error? And is this something I would be able to replace myself?

Post the diagnostic error information, that will give us something to work with on this issue.
