Sony Bravia periodically has loss of sound. Sound sometimes returns on its own, other times I must power TV off and then back on, before sound returns. This is a brand new TV. I've tried unplugging two minutes and then turning back on 30 seconds after replugging (suggested by tech support to reboot), but this didn't work.

It needs a new bulb, same thing happen with me. jut get a bulb for this model and change it. if you call sony service, it will cost you about $500.

Please count Sony KDL-46V3000 standby light blinks as there would be interval of 3 seconds between blinks. Let me know how many times light blinks as its an error code.

Most likely this is caused by a defective main board. Changing the main board will fix the issue about 95% of the time.
To be absolutely sure, the voltages need to be checked on the power supply. If they are not the values listed in the service manual, then you should replace the power supply instead (accounts for the other 5% of the time).
