From Activision website: Disconnect the wireless dongle from the usb port on the back of your Wii. After about 15 seconds the board should turn off and no lights should be illuminated.

I am unable to calibrate our wii tony hawk board

I had the same problem. I turned the WII so the dongle/sensor that comes with the game is facing the skateboard with a clear line of sight between the dongle/sensor and skateboard. Now it's able to calibrate. Hope this works for you.

Try turning your WII so that the dongle that comes with the game faces the skateboard. I had that same problem and this solved it.
