tried to load a dvd lens cleaner first in your dvd player, to remove dirt and sticky part of the cd.if still no disk, at this time you will need to check the dvd tray and assembly which the spindle motor not rotating.
There is a small belt under the loading tray which would have gone slack ( loose ) and the sound you hear is it slipping on the motor pulley. If you are confident you can remove the mechanism and turn it upside down and access this belt. Dismantle only if you can get the spare belt or your efforts will be in vain.

Either your DVD players' laser pickup unit or its strip wire has got damaged. Laser pickup unit is one which reads the disc we put into it, and strip wire is one which connected between the main circuit board and laser pickup unit assembly. The strip wire damage is common for all cd players, and dvd players. Just replace the strip wire with a new one of same type; and see the effect. If it helps you it is OK. If not, replace the laser pickup unit assembly with same type and number.

Every dvd player have a button said Open/Close near dvd disc drawer or manunal ejection button on the bottom of the DVD disc player if this is TV/DVD combo unit.
I just had the same issue with this old, hardly used the SD-V391 DVD/CD drawer not opening. Took off the cover (5 screws, 3 back, one on each side), plugged in, heard the DVD motor whirling but no activity. Manually opened the mech tray by the white slide release (right side, under the mech), and saw the motor gear was not on the motor post. Found the gear, replaced it on the motor post, and works. Hope this helps folks, saved 20-30 bucks for a player at a thrifty, time to do this fixya was about 10 mins.
You need to purchase a dvd disc cleaner or buy a can of air from wal-mart and spray out the drawer and the inside of the player with the drawer open,the eye of the dvd player is probably dusty and can't read the disc...and make sure the dvd is clean with no finger prints on it.
Since it will play eventualy, I'd suspect a dirty lens. Open up the unit and carefully clean the lens using a cotton swab and alcohol. Also, try a music CD. If the CD works flawlessly but DVDs still fail occasssionally, the optics are starting to fail and will need to be replaced.
