This model HP has a SATA disk controller.

This model DVD/CD writer is a SATA drive and unless your motherboard has a SATA connector then you have a slight problem. It is windows 7 issue. Windows 7 is having the same problem like windows vista. They are actually the same operating system, but Microsoft rename to windows 7. Try taking the burner out and to see if it loads up.

Could be the motherboard's SATA connection is bad or not activated in the BIOS. I assume you have tested the SATA cable and verified that the SATA power connector is working. You may need to verify in the computer's BIOS that the SATA settings are on and correct. Do you have another SATA drive that is known to work that you can test in the computer to verify the SATA connection is working? Also some motherboards have a jumper on the board to disable and enable the SATA connection on the board. Verify that if there is a jumper it is in the correct position.

There should be two cables, a power and a data sata cable, both go behind drive. Power comes from your PWS and data goes to MB. Follow the sata connector from your HD and if you got an empty connector it should be just next to it on the MB.

No it doesn't matter what the brand is as long as its the right Type-Sata, or IDE AKA pata
