Question about JVC AV-27230 27" TV
The faint white lines at the top of the screen is the warning that the pump-up capacitor in the vertical output circuit is going bad and the output itself is about to short out. When the TV stops working, the vertical output IC has finally shorted out. Replacing the vertical output IC, the pump-up capacitor and possibly a small value resistor next to the flyback (B+ for the v-out) should bring the set back to life.

Have you check the vertical output?. maybe the IC in that area.
I know this is sound funny but I already fix one of this. when it only has a vertical lines, i'm looking at the horizontal, when its horizontal I look at the vertical out.
and also check for any busted capacitors. also check your crt socket.
