A possible solution would be to obtain a schematic for the power supply. If we're technicians, this should work out for most of us.
Keyword on schematics....OBTAIN! John

I have spent days looking for infomation to fix my zero power PLTV 3250, my phone number and web listed in the manual didn't work either. I saw that the Protron Company filed for Bancrupcy June 10th....so where/how are are you finding parts?
Also do I unscrew the screws on the bottom back to look at the guts you have posted?

Remove pwr board--inspect and you will find a heavy current diode which has eatin its solder pad area--if diode checks ok,repair it's connection.Install board and hook back up.Check for shorts in circuit.Cross fingers and plug her up------good luck
