In the Control Panel, select Mouse and the Pointer Options tab. Uncheck “Enhance pointer precision” and the problem may go away.
Make sure you do not have a microphone enabled.
Download and install the latest drivers for your mouse.
If the problem is not corrected, then:
If that does not solve the problem, Is it a wheel mouse or an optical one? You might want to try cleaning it, as well as the surface you're working on. Also, make sure it's properly plugged in, and not loose in the port. Try a different mouse.
