Solution is simple, ati themselves know about this issue, thier newer drivers refuse to support agp on most systems correctly in directx's direct3d, for now they have a workaround and it seems its been applied in 8.2, but this caused my own sapphire x1650 pro to get random reboots in games like fear and half life 2, best bet is catalyst 7.7, seems the most stable on this card...

You did the right thing just not in the correct order. Did you update windows? You'll need .Netframwork 2.0, do not skip lower versions of .Net framework & download & install 1 at a time with a restart inbetween even if windows does not say you need to restart. The link below will take you to ATI's latest driver updates. After you download & save to disk. You'll need to uninstall any other version that reside in Add/Remove programs. Other than pulling out your video card & re-seating it back in it's slot, did you check the spec's on the games box. You will find what min & max suggested video card to use. Your Radoen AGP may not meet the required conditions.
So you installed the Radeon video drivers & still got the same error message. Run a check on directX that checks your current directX ver. To start DXDiag, from the Start menu, click Run , and then type: dxdiag, click OK. You will see the version of directX.
There is another way to install the video drivers. Make sure you have the newer Radeon drivers saved on your drive in a folder. Open the controll panel. Remove anything that says ATI from Add/Remove programs. Update windows through winows update. You will need .Net framework version 2.0. Please do not skip lower versions of .Net framework & download & install only 1 at a time and in order. Restart when windows request it. After every thing is up to date, your ready to install the Radeon Catalyst Software Suite

I have a similiar issue but it's only when i try to run a game that has direct 3d, and it only started after i updated the drivers
