How do I access operating instructions and locate replacement batteries.?

open battery compartment to see what size battery probably size like a 3032 as to operating paperwork you didnt specify make and just a stock number wont work but look up manufacturer online for possible contact or information on company

TI 84 Plus had some water damage. Calculator works except for certain keys (0, ., (-) and enter. Any ideas?

If you're adventurous:
note the location of the non-working keys
take the batteries out
unscrew all screws from the back of the calculator
pull top and bottom halves apart (do this carefully so you don't break something) and hold calculator so keys and screen are down.
check for corrosion under non-working keys, it'll be a different color of metal on circuit board under keys
if you find corrosion use steel wool or some other mildly abrasive device to gently remove
reassemble calculator

The TI-83+ has several different resets. If you can, press 2ND MEM to get into the Memory Management menu. Press 7 to select Reset and go from there.

If the calculator is non-responsive, remove all four AAA batteries. Press and hold the ON key for at least ten seconds. Replace the batteries. Turn the calculator on.

Invalid DIM

Just passing by, make sure you aren't zoomed in or panned away from the axis when you look. Check to see if there is some way you could be referencing a matrix. I can pull up a similar error by trying to pull a value out of a non-existant slot. I got my first TI 2 days ago, so I probably don't know as much as you.
