If it's an electric oven, then it may be a baking element gone bad. When mine went bad the rest of the oven worked but not the bottom oven baking section. Mine made popping noises and sparks when it went out. Look for a break or burnt spot in the heating coil in the bottom of your oven. I replaced mine for about $50
Usually when the element fails to heat up, It means its usually broke, cracked, or where they plug in gets brittle and breaks. Your best bet is to replace the bottom element.
I assume you mean the electric oven element which is situated in the bottom of the oven. It can be replaced. Total cost in AUST $ would be about $150 - $200.
You controller is your likely culprit. There is a relay on it that controls the oven. When it first wouldn't go off, the contacts in the relay stuck together. When you unplugged it you may have had to pull it out from the wall, which may have broke the connection. It works by way of a small electromagnetic coil that brings the contacts in and out. If that coil breaks it will look like it is on, but won't have any power to the oven coils. These controllers are easy to replace, but expensive. $75 to $300 depending on what you need for your unit.
Check your fuses - both on the oven and in your breaker box.
Most likely the bottom coil has quit. Replacement is usually quite easy.
With the power off - you remove the screws at the back of the coil and disconnect the power lines. Bring to appliance center and they can match size/shape.
I once had the same problem! Don't remember the part number. But there are two coils; the broil coil is on top and bake coil on bottom. Both are inside the oven at the rear. I replaced the bottom coil and my wife is baking again!
