If the display is working then the mag has a fuse on the side it has probably over heaed and need replacemet very commom .. easy job .. an a scale of 1 to5 its a 3 mm go for it . mm

Panasonic microwave ovens touch pad is not functioning in winters. But works well on a warm day. Do I need to clean out something specific?

That sounds like a condensation problem as when the microwave is cold the warm air from the kitchen that is laden with moisture is condensing and upsetting the control panel.
Keep it warm and dry? There is nothing specific though.

the most likley problem is the magnetron has gone bad.but there are a couple of thermal sensor in the cabinet that need to be checked. one of those could be bad as well.
