I Have a Sharp AL-1631 and it is 5 years old. A third of the page on the copies (long ways) has started coming out blurred/fuzzy- like you need glasses. I just put new toner in as the symbol lit up saying I needed one, but that didn't do it.
When looking at your copy is the 1/3rd that is blurry at the top of the page with the bottom 2/3rd's being fine? Or is the 1/3rd that is bad go up and down the right or left side? I am trying to determine if the defect runs up and down the pade as you look at the copy or is it "across" the top or bottom of the page.
Then I see 2 possibilities. One is this problem is caused by the drum unit. This is the other cartridge that sits right next to the toner cartridge. This is the most likely cause. 2nd cause would be a problem with the scanner itself. This is the part that lights up and scans the original. I woulds remove the drum catridge and look at the drum itself. This is the usually greenish cylinder. Just look at the drum surface, it should be uniform and look the sme all the way across the surface. There should be little if any toner on the surface. If you see a "band" of toner or dust on one side of the drum then that would indicate that is where your problem lies. You could replace it with a new unit or have your existing one rebuilt.
I beleive you did say that this problem existed BEFORE you changed the toner so the toner cartridge should not be the cause. If the problem did show up after changing toner then I would suspect the toner cartridge.
