The transmition is bad,it does not hold the inner tube in wash cycle.as the ajitator work's the inner tube turns at the sam time,the inner tube turns faster and faster and a cyclone efect happens and the water go's out the overflow tube.the cost of repair would exceed the worth of the unit.

Remove the front panel. Pull the plastic hose off the air bell on the front left side of the tub. Use a toothpick to clean the residue out of the hole in the air bell. Replace the plastic tube. Set the washer on SPIN and turn it on. After the spin cycle finishes start the washer normally.
you need to check the drain pump for anything that may be obstructing the flow of water.If the water is coming from the bottom of the tub the you mif=ght have a bad tub seal. You can use a screwdriver and push the tabs in on the lid to lift up the lid and remove the two screws from the front panel on the bottom and remove the front panel. and check all the hoses from the tub and the drain pump.if there is still

MAke sure that the cothes are not unbalancing the tub. Iv seen this happen where the clothes are unbalancing the tub and it moving around and the when the water for the rinse is coming out its not getting in the tub its splashing on the top of the tub ring due the the unbalanced spin. does this happen when you wash a heavy load? do you notice it not doing that when you washer a light load?
The water level is higher when in the rinse mode; but it should never leak. Examine the interior through the rear, there should be a loose hose somewhere. Or at the filter area. Plug off the mains caution.
