As far as I know, You can reset windows user account password in safe mode(F8 when booting up). But if you forgot administrator password, you must reinstall windows OS or use the "Windows Password Seeker". Official site: http://www.passwordseeker.com
Start pc in "Safe Mode With Command Prompt" When windows starts, type your log in name in the dos window with an asterisk. For example ( john * ) but with out the (). It will prompt for a new password. Reboot and Bam your in. If you cant remember a log in name exactly as it is, type in ( net users ) and hit enter.

when booting after the post (beep) press the F8 key and load in safe mode. from there try and login as Administrator, 99% of computers have no password for that login. if you have the welcome screen just click on it, if you have the network login type in "Administrator"
from there you can goto the control panel access the user accounts and change/remove the passwords (this is based on the idea your computer is running xp/vista...based on data from hp i'm going to guess XP is what your running)
