Does anyone know what it means when all the LED's on the front pannel are solid green. User manual has no answer. Was working fine until today computers will have a connection no problem, then the LED's all turn solid green and i have no connection.

Had same problem with my Dell Pwoerconnect 2016, power it on and all LEDs light up but nothing works.
The problem was traced to one or both output capacitors ( 10v 680uf ) on the ( tiny ) power supply.
Capacitor symptoms include bulging or rounded tops instead of flat like new one and the rubber plug in base of capacitor protruding.
Capacitors need to be replaced.
I have successfully replaced with 10v 1000uf and 10v 1200uf, both Rubycon and Sanyo brands.
Power to the switch board is now restored and the switch is able to function just fine.
Give it a go and see if it works for your Powerconnect.

After 3 years of your post still resolving problems. Congratulations.!!! One over voltage current seems to damage the to capacitors. I replace them by two 1000uF 50V (what I had) and works perfectly.

Are all three rows of lights on solid green?? This is either some sort of switch failure or possibly a broadcast storm, network loop condition, or defective NIC card in an attached computer.
With the lights on, try removing all of the data cables...slowly, one at a time. If the lights go off, check to see where the cable goes that you just removed. If all of the lights remain on even with no network cables attached, then the switch has probably failed. Confirm this by unplugging power and plugging back in...with no data cables...if problem returns...the switch will need to be replaced.

The Lights blinking with no cables in it? There is a problem with the power. The power to the mainboard must be 3.3 volts.

A solid green light means the computer is operating normally.
A solid yellow:- the power is operating fine but your computer not processing data. This could mean there is a problem with the CPU or another component on the motherboard.
A blinking yellow light: power supply is receiving power from the wall, but not functioning properly. This generally means the power supply itself is bad and should be tested or replaced.
A blinking green light means the computer is in standby mode

a slug speed Switch. TCP/IP Ethernet. made in 2001, (2016 is model no year)
reset it, remove power from IT and wait 1/2hour and plug black in power.
if see a reset button use that.
this unit is hard wired 120vac power cable no DC pack. so wrong pack error is not it.
the PSU is bad. (means all of if, caps and regs and diodes, any can fail) guessing is silly
a tech uses his meter to find what is wrong inside and power is first, DC rails all.
do not get shocked playing with AC INSIDE LIVE, 350 VOLTS PEAK IS LETHAL.
FIND SHOP TO FIX OR or buy one for $20 used, they are slow and cheap(same)

it means all lines are working and connected, all 16. and it 100 base speed,not 10
are you using all 16, NOT TOLD.
if all ports out are dead , and input is good (if input is dead you upstream source is dead) dah?
the switch is bad.
old switches sure do fail even like yours 7 years old.
My 16 port switch is dead, input good.
that means the switch is bad. buy another.
