Welcome to Fixya

Looks like the Windows OS is already messed up. You should be able to boot the computer to safe mode to troubleshoot the issue. In your case, it is not booting up to safe mode then the only way to use your computer again is to restore it from the factory default state. If you want to do that, just turn off the computer then press the ONE KEY button located beside the power button then follow the on screen instructions.

Thank you for using Fixya!

To start your computer normally you must choose either of that options but the only thing you must choose is the start windows normally so that all the settings from the previous working settings will be applied in your windows start up.

Have you checked your wall Power Supply? You should be able to "Get onto the internet" sic, from safe mode, choose "Safe Mode with network support" from Safe Mode you could choose system restore, and go back to a time when all was good, or do a repair reinstall/Fix from your System DVD.
