narrowed it down to the Comb Filter circuit board. It is the smallest
upright circuit board behind where you plug in all your connectors.

Depending on the way that you want to do this, you can use a short coax to connect to the antenna input and the sat box. You can use component cables to connect from the sat to the set. If you do that you need 3 cables for video and two for sound. You can use svideo also and maybe digital audio.
Are these lines visible regardless of what device (DVD player, cable box) you are watching? If so, then yes, it appears the LCD panel is failing. If you only see the lines watching one device, it could be the cable/wire or the device itself. Now it can also be the related input jacks too so connect the device to another input to be sure.
This is possibly a problem with the low voltage power supply, or it could be a problem with the tuner. To test this out. What I need for you to do is to disconnect the cable from you cable TV set top box to the RF connector of your TV. Then I want you to connect either your composite or component video cables from the set top box to the TV and using the remote switch the input from the RF (tuner) to the composite input and note if this removes those lines. The select the component video input from the menu and note if this gets rid of those lines.
If the lines disappear for the composite and component video input test. Then the problem is in the tuner, if the lines remain then the problem is in the power supply or there is a video problem.
In either case after the test I would suggest that you have a qualified TV technician troubleshoot the TV and repair the problem. At least you will have input to tell the technician on whether the problem is in the tuner or the power supply/video section.
some type of electrical feedback try upgrading your cables or tightening the ones you have. what might work best is a line conditioner i filters out any feedback you may be getting and cleans your power supply they cost from 50.00 and up best buy or circiut city both carry them or online as well

Sounds like you may have something generating interference, such as a bad cable shield on maybe a ground connection inside your tv. You might try moving the cables while watching the
screen and see if the pattern changes.
Double pictures on a screen can be caused by "ghosts", which means that you're getting two signals--- one slightly behind the other.
Anything oscillating generating a radio frequency may radiate into your circuits causing this strange problem.
