Troy-bilt snow thrower won't start-- full of gas and oil I am using the electrical start (won't turn-over). Machine is 2years old.

Hmmm... THAT sounds like you have an obstruction (ice???) in the fuel line or in the bottom of the tank.

check the oil level. There is a safety device in a lot of small engines that will either kill the motor or not allow the motor to start if it is low on oil
