Re: changing a belt
Take off the bottom plate, look in the bottom to see if there are any screw, could be 2 of them, then from the bottom there is a slot on each side of the top cover, using a flat screwdriver, insert blade into the slot and pry up to release the locking tabs. Belt # is 38528040. Put the bell over the brush roll, put belt thru opening and put atound the motor shaft, put back together.

I cannot figure out how to get to the inside pulley where the belt hooks. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The Hoover legacy belt change can either be changed from the bottom of the vacuum by either taking out the screws, clips or levers, and then you can remove the bottom plate or the top cover, what ever the case might be. Then you can cut off the old belt and then guide the new belt onto the motor pulley by using a long nose pliers or a screwdriver; if it is hard to reach and then take the brushroll and slide it inside of the belt and then pull back until the brushroll will fit into the brushroll holder, then you can replace the top cover or the bottom plate and reverse the procedure that you did to change the belt. Turn vac over, remove the 4 screws holding the bottom plate covering the brush roll. There are 2 belts, one is a V belt ( 38528034) for the brush roll, the other is a flat belt (38528035) that goes from the larger pulley and the motor shat, put it on the motor shaft then stretch it to go over the pulley.
Most of the Dirt Devils, turn the vac. over, remove the bottom plate, then you can get to the belt and brush roll. If the bottom plate doesn't come off, then from the top, there will be 2 or 3 screws to remove, then the top cover comes off to reveal the belt and brush roll.
