Remove the Stand, Remove the 4 Screws from behind the spot where the stand connects to, then take a flat ended object such as a butter knife or a sharp knife, and unclip the black face. then the screen comes right apart, this solution is also the same for the 20xx-30xx Dell WFP Models.
I suggets you try your Monitor with another pc and see if its behaving the same if the same then the monitor is bad
Now if there is change ie its showing on the other PC then your pc VGA card is faulty or is not seated correctly on its slot pls check this,
Also swap VGA cards this how you will know its status .
If the monitor is making the noise , the monitor circuit baord has gone bad.
If you have purchased the monitor on a seprate order from dell it would be covered under 3 yr warranty. If the same has been bought with the Dell computer , it would hold the computer warranty. would request you call the manufacturer.
Before you call Dell , you can try the following things
1. Disconnect call cables from the back of the montior
2. Press the power button a couple of times in the front of the monitor to drain any resident charge
3. Reconnect the power cable
4. check if you see the monitor self test running and if the noise is still there with there
Generally the LCD screens are covered under 3 yr warranty. If you have purchased it as a seprate product from Dell. Otherwise it would have same warrnaty as your computer system.
You would end up sepnding more money in repairing the LCD , getting a new one would be a better proposition
