The printer requires both cartridges to have ink before the printer will initialize and operational. Even if you are only printing black and white both cartridge have to contain ink or the printer will error out. This is standard on all ink jet printers from every manufacturer. You will have to get ink before you can print.
Inkjet printers need to be used frequently to prevent inkdrying out in the print head nozzles. If the print head cleaning maintenance routine does not clear the blockages,then print head needs replacing, but it may be expensive. It may be more cost effective to buy a later model and better printer thanreplace the print head.

Check the ink cartridge, take it out and make sure there isn't still a plastic piece stuck on the contact area. It's the metal piece on the bottom of it.
Printhead is dead, and here Canon gotcha because a printhead for ip1500 is more expensive as the whole printer.
So kiss your printer good bye and get a new one, but at least this time get one that uses cartridges with printhead ON THE CARTRIDGE (like HP and Lexmark) or, if you are in love with Canon, take one that uses the cartridges PGI-5 for black and CLI-8 for color, they also have sepparate printhead from cartridge but it seams they are more durable. And easy to refill, as well!
