Alot of times this is when the battery or SIM card for whatever reason gets loose inside and for a second or two loses contact. Believe me, I see it everyday. What happens is sometimes when the factory sends the battery new with phone in the box, it is a bit to small. The door or sleeve that holds the SIM card in (for phones that take the sim cards)do not actually hold the SIM card in-they only hold it partially in-the battery does the rest. So if the battery comes loose, alot of times so does the SIM card. Try this, take your SIM card out, along with the battery, look for anything that might be loose. Then put the SIM card in, then take a piece of paper underneath the battery. This will help the battery keep contact, and is just a test to see if this solves your problem.

You'll need a new phone. RAZRs die a lot, and they start their final
journey this way - with smaller malfunctions that end up leading to
death. Move your contacts to the SIM card if you get the phone to
function again, and go get a new one soon. This one's on the way out.
No my friend that does not sound weird the phone software is corrupted....you just need to have the phone firmware reflash to the original version.....that will correct the issues....or if you wish you can return the phone and have them replaced it.
Usually the sim card in a razr is located by the battery. So remove the back cover by pressing down on the silver tab on the top and while you're holding that tab down pull out and the back plate will come off. Now remove the battery and either beneath or by the battery there should be a little white card and you can pull it out. Sometimes they have weird locking mechanisms that you have to slide one way or another.
